San Francisco International Airport - Airport Development Planning
Overview
ATAC Corporation provided technical and analytical consulting services to San Francisco International Airport for the purpose of modifying the airport to reduce noise impacts on surrounding communities, to reduce aircraft delays during bad weather conditions, and to accommodate the New Large Aircraft (NLA). ATAC's services included the use of Simmod PRO! to analyze existing operations, isolate problem areas, identify potential operational improvements, and quantitatively evaluate the operational impacts of various runway design alternatives. Airfield and airspace operations for all major airports in the San Francisco Bay area were simulated to evaluate the arrival/departure capacity of the airport under IMC and VMC and to determine the sensitivity of the capacity to key operating parameters, such as aircraft mix, wind velocity, and aircraft speed and separations on final approach. The amount of delay under existing (baseline) and expected future traffic demand levels were evaluated by simulating various traffic schedules.

Solution
Specific project issues included the introduction of New Large Aircraft (NLA), increased gate capacity due to the completion of a new international terminal, modeling weather patterns unique to the Bay Area, the effect of San Francisco traffic on other Bay Area airports, the impact of delay on an arrival aircraft to its departure turnaround. ATAC used the FAA's Integrated Noise Model (INM) to produce CNEL noise contours and a city-by-city noise analysis to determine single event noise for the existing and identified airfield and airspace alternatives. Airfield and airspace operations for all major airports in the San Francisco Bay area were simulated to evaluate the arrival/departure capacity of the airport under IMC and VMC and to determine the sensitivity of the capacity to key operating parameters, such as aircraft mix, wind velocity, and aircraft speed and separations on final approach. ATAC also participated in public presentations of these analyses to help promote a better understanding of the results. Simmod PRO! was instrumental in properly simulating gate use, departure queue thresholds, capacity restrictions, and dynamic taxiway assignments.
